I have just had to open a Resolution Center case and have questions

I have just opened a case. I would like to know exactly what happens at this point on the side the case was opened against. This is a seller whom sold a defective item and knew it was defective and has stopped communicating with me. Someone told me his paypal account will be locked till a Resolution is found and others said nothing will happen and he will be able to keep selling and using his ebay account like normal.|||His account will not be locked.
