Best offer dispute with seller. Seller not honoring "conditions".

I submitted a best offer, he didn't like my offer, but I got a counter offer. I didn't accept his counter offer, but I re-countered him with, with the same price as his counter, but noted "with free shipping" in additional terms and conditions in the comment field. He accepted my counter offer and since "I will accept it only with free shipping" was attached to counter offer I think it is valid. He refuse to remove shipping stating he never said free shipping.
